Tamil Nadu’s Vettri Payanam: Who Gets Free Bus Travel and Which Services Qualify?
Women and transgender passengers can travel free on a wider range of Tamil Nadu government buses under Vettri Payanam, launched on October 2, 2026. The expansion adds Express, Limited Stop Service and Deluxe buses in cities and urban areas, ordinary mofussil buses, and ordinary hill-route buses travelling beyond the previous 40-kilometre limit. It does not make every government bus service free.
Who can use the expanded scheme?
The zero-fare benefit applies to women and transgender persons on covered services. It builds on the free-travel programme previously known as Vidiyal Payanam rather than replacing free rides on the ordinary buses that already qualified. A passenger using one of the newly covered services receives a zero-fare ticket for the journey.
Chief Minister C. Joseph Vijay launched the expansion at Chennai’s Koyambedu bus terminus, where he issued free tickets to passengers. The government had announced the change in August and set October 2 as its start date.
Which buses have been added?
In metropolitan and other urban areas, the newly eligible categories are government Express, Limited Stop Service (LSS) and Deluxe buses. Previously, free travel in cities and towns was confined to ordinary services. A passenger who had to pay to take an eligible Deluxe or limited-stop city bus can now use that covered service at no fare.
Outside those urban services, the expansion includes ordinary mofussil buses, which serve journeys between towns and other places. It also extends free travel on ordinary ghat buses in hill areas to journeys beyond 40 kilometres. Before the change, the free-travel provision on those hill services applied only up to 40 kilometres.
The service category matters more than the length of a passenger’s overall journey. A longer trip may be possible by changing between eligible buses, but the scheme should not be read as a blanket waiver for any direct, long-distance bus. State Express Transport Corporation services are not covered. Passengers planning a journey should check the category of each bus they intend to board, particularly if it involves a transfer.
Is the expansion operating everywhere from October 2?
Not immediately. The Tamil Nadu government said the expanded scheme would not be implemented in Chengalpattu and Tiruppur districts until election-related model code of conduct restrictions there end. That is a delay to the newly announced expansion in those districts, not an announcement that the earlier free-travel provision has been withdrawn.
The government says 12,695 buses across its seven state transport undertakings are covered by Vettri Payanam and estimates that around 84.32 lakh women will benefit each day. Those figures describe the planned scale of the expanded programme, not a promise that every departure or bus type on a route qualifies.
For a practical check before boarding, look for an eligible government service: ordinary town buses remain covered; Express, LSS and Deluxe services qualify in urban areas; and the added ordinary mofussil and longer-distance ordinary ghat services are included. If the bus is a different category, especially a State Express Transport Corporation service, do not assume that the Vettri Payanam fare waiver applies.
